Tender description
Transport for London (TfL) (contracting as its subsidiary, London Underground Limited) is entering into a 15 year PPA ('PPA Comet') with a renewable generator, EDF Energy Renewables Limited (through its subsidiary Longfield Solar Energy Farm Limited), contracting for 80GWhs of renewable energy per annum from an 'additional' generator asset (Longfield solar farm, Essex). The new build facility is due to begin delivering power to TfL under a PPA on 1 December 2028. Please note: This notice represents the contract award of the procurement launched by FTS Notice: 2023/S 000-003886. Lot 1: TfL is entering into a Corporate PPA, 'PPA Comet', with renewable generator EDF Energy Renewables Limited (through its subsidiary Longfield Solar Energy Farm Limited). TfL will purchase 20 per cent of the power generated by the renewable facility (around 80GWh per annum) for the duration of the supply period (i.e. 15 years) as well as the associated environmental attributes and benefits. The contract structure is a 'pay-as-produced' sleeved ('physical') PPA for the supply of solar power, with TfL's existing utility supplier (or such other licensed supplier that TfL may appoint from time to time) providing the sleeving services. TfL conducted a Negotiated Procedure with prior call for competition under the Utilities Contracts Regulations (2016). The award criteria consisted of both quality and price components; however, all quality evaluation took place on a pass/fail basis, with 100% of the evaluation weighting applied to the price (with all compliant bidders ranked accordingly).
