Soft Market testing for a Request for Assistance System for Renfrewshire Council Wellbeing Service

Renfrewshire Council along with the Childrens Services Partnership are establishing a new Wellbeing Service, this service will comprise of the teams Community, Schools and Interrupted Learning Teams. As part of the partnership and government approach third sector organisations will be awarded grant funding from the wellbeing budget and be considered part of the delivery model. The Council are procuring a system for the team to use to receive Requests for Assistance and record their assessment and support packages as part of the case management. Working collaboratively with the Wellbeing Service is the Education Psychology Team and any system will be used for this team as their core system. These will operate as two different services within Children’s Services. The Scottish Government have a vision for Wellbeing Services across Scotland and their vision is for every family that needs support gets the right family support at the right time to fulfil children’s right to be raised safely in their own families, for as long as it is needed. The Whole Family Wellbeing Funding (WFWF) is a national investment currently forecast over the life of this Parliament (2022 to 2026) to: - support the whole system transformational change required to reduce the need for crisis intervention for families, young people, and children. - shift investment towards prevention and early intervention. Designing a Request for Assistance family front door approach where all stakeholders can make a request for support for a family and through a system of prioritisation and assessment. It is this development that the procurement is focussed on to have in place an IT system to deliver this for the team and stakeholders. Developing a system which: - is designed around family wellbeing requests and the management of those requests for stakeholders to Request Assistance from the whole Wellbeing Team and its network of supporting partners, and the education psychology team - Record the assistance required, allowing the team to assess the request and inform what support package is required to be put in place. - Captures outcomes. - Provides wellbeing data dashboard for management to review service demand and delivery.
