Retail and Leisure Needs Assessment

Tender description

The Royal Borough of Kingston upon Thames Council ("the Council") is preparing a new Local Plan to replace the adopted Core Strategy 2012 and Kingston Town Centre Area Action Plan 2008. The new Local Plan will set out a spatial strategy that identifies where the growth that needs to be accommodated within the Royal Borough of Kingston upon Thames ("the Borough") will be located. An evidence base is required to support new policies and proposals in the Local Plan as well as assess planning applications. The Council is therefore seeking to appoint a suitably qualified and experienced consultant to a Retail and Leisure Needs Assessment that:\r \r - reviews recent trends and changes to planning policy and legislation;\r - includes a review of the Borough's town centres;\r - identifies the need for retail uses;\r - identifies the need for leisure uses;\r - set outs out the implications for planning policy resulting from the analysis and provides recommendations on a strategy to accommodate future growth.
