Stray Dog Kennelling & Collection Service PRE-PROCUREMENT EXPRESSION OF INTEREST QUESTIONNAIRE Liverpool City Council and the neighbouring Councils of Halton, Knowsley and Sefton (‘The Councils’) currently have a Stray Dog Kennelling and Collection Service provided by an external service provider. The current contract is due to end in 2024 and a procurement process will be undertaken imminently to re-procure these services. Local authorities have a statutory duty under the Environmental Protection Act 1990 and the Environmental Protection (Stray Dogs) Regulations 1992 to provide this service. The objective of this pre-procurement exercise is to help establish an understanding of the current market and gauge the interest within the market in competing in the upcoming tender exercise, likely to be published in early 2024.
