SOFT MARKET TEST - Production of a Boroughwide Housing Strategy & Evidence Base

Halton Borough Council is currently exploring options for commissioning production of a Boroughwide Housing Strategy and supporting evidence base and is testing the market to establish if there are suitable and experienced organisations that can provide this service. We are looking for organisations with demonstrable experience of scoping and producing the following (anticipated) housing policy documents / advice: • Housing Strategy for a local authority area, ideally which sits within a broader geographical housing market area and a devolved Combined Authority area; • Boroughwide Housing Needs Assessment; • A targeted Stock Condition Survey; • Action Plan for implementation; and • Organisational structuring and governance of the strategic housing function.
