Provision of More4Apps Service

Scottish Ministers require to put in place suitable arrangements for the licensing and support of the More4Apps software products currently in use. More4apps is a software utility that is developed, supplied, and supported by More4apps UK Limited. It facilitates the bulk upload of data from non-native sources such as spreadsheets into Oracle databases; as such is designed to serve as an ancillary application to the more comprehensive financial software incorporated in Oracle e-Business Suite, which underpins Scottish Government's SEAS finance and accounting system. More4Apps software has been used by Financial Services Division (recently relaunched as Financial Operations Division) for many years. It is a simple robust product that is used specifically to facilitate the bulk upload of data from Excel spreadsheets into the SEAS Oracle database. Recently Financial Services Division has needed to use this utility less and less, and so it appeared that we would not need to renew support when it expires on 16 November 2023. We anticipated that when we move to Oracle Cloud (scheduled for April 2024) there would be no need to use More4Apps at all.
