Wirral Council is currently reviewing its Leisure offering as part of its Strategic Recovery Plan. In an attempt to maintain attractive facilities and continue generating an income stream, Wirral would like to understand the markets interest, plausible innovation or added value that could be offered as part of any resulting contract agreement. Therefore, Wirral is seeking views from potential organisations on how best to deliver a café / catering offering at the Oval Leisure Centre, Old Chester Road, Bebington, CH63 7LF The aim of this Soft Market Testing Exercise (the “SMT”) is to; • Understand the optimum way of delivering a café / catering offering at this location within the parameters provided in the detail below. • For the Council to gain a better understanding of how the market operates in relation to innovation, value for money, cost reduction, revenue generation, marketing, etc. • Assess the depth of experience the market has delivering similar projects. • To assist the Council in developing appropriate and relevant procurement documentation, should this SMT result in a future opportunity.
