Epic Systems have submitted a planning application to develop a campus style office complex in a section of North Somerset’s greenbelt. The applicant argues that significant economic benefits for North Somerset will be derived from this development and that this benefit constitutes a set of very special circumstances which should be great enough to allow the council to approve the application. North Somerset Council’s Planning and Economy Teams are seeking a consultant to provide an independent appraisal of the applicant’s economic case, including the methodology, stated benefits and if needed a statement of the consultant’s view of where benefits may have been over or under predicted.
