Tender description
Prior Information Notice to provide advance notification of a potential forthcoming contract opportunity to provide Tactran with consultant services investigating the opportunity to develop new powers as defined in the Transport (Scotland) Act 2019, and their impact at regional and local levels. It is anticipated that the scope of the services covered under the contract will include but not limited to, - Stakeholder engagement, encompassing de minima: - Largescale public survey, categorisation of service optimum by use type and location characteristics; - Supply side focus groups / expert panels (a minimum of 3); - Local Transport Authority liaison - Literature Review: -local and regional policy as currently applied, and as stated for future application; - UK wide examples of similar policies as applied to date, and as stated for future application; - Wider EU policies addressing the same or similar supply issues; and - Synthesis to experiential impacts assessment. - Review of existing network as baseline (current network): - Route network; - Service Provision; - Divergence between baseline and optima - Develop new powers scenarios, as individual or combinations of new powers, as may include: BSIP, Franchise, Own Account, Alternative supply (TNC, CT, FT, DRT etc.) by location, to: - Establish optima against experiential findings; - Undertake expert panel review and update; and -Establish evidence in support of potential business case development as may include: i.A series of optimal criteria that support public transport use; ii. Elasticities of demand across the criteria thus defined, iii. The impact of changes in supply, including the governance of supply, as contained in the original scenarios, on total use, including trip mode split; and iv. The impact of changes in supply and governance in achieving wider strategic transport objectives.
