Note that for this exercise United Lincolnshire Hospitals Trust is acting as the procurement agent for LCHS. Why the work is being done Lincolnshire Community Health Services Trust (LCHS) is the provider of community care across Lincolnshire. We have several services including but not limited to Community Nursing, Community Hospitals, Therapy, Specialist Services and Urgent Treatment Centres. The trust uses TPP SystmOne as the electronic patient record (EPR) for all areas and we are planning to complete a competitive formal market exercise i.e. compliant procurement for an Electronic Patient Record (EPR) in March 2024. We are looking for a consultant to lead the scoping, development, and production of the EPR Outcome Based Specification (specification) and allied evaluation criteria. The specification must be completed by 20th February 2024 to meet deadlines of the procurement process. The specification will be used as part of the procurement process, ensuring suppliers understand trust requirements for the EPR solution. The consultant will also lead the development of the detailed evaluation criteria for evaluating tenders that will support the trust to meet Frontline Digitalisation Level 3, Digital Capabilities Framework (DCF)/ Minimum Digital Foundations (MDF) and provide an EPR that will benefit patients and provide excellent usability. The evaluation criteria must be produced by 20th February 2024 and comply with mandatory requirements including Public Contract Regulations 2015 and other NHS guidance. The business problem you need to solve Required outputs include: • Data gathering of information on current, mandated, and desirable EPR requirements. Working closely with Subject Matter Experts to gather, review, challenge and develop this information and ensure requirements are commercially viable, aligned with best practice, and meet mandatory requirements. • Facilitating workshops, interviews, and site visits to establish need across all services within LCHS. • Building effective relationships and collaborate with Lincolnshire System Partners to ensure the specification considers the wider ICS and not just local requirements. • Understanding of NHS England Frontline Digitalisation Programme, What Good Looks Like Framework and Digital Capabilities Framework (DCF). This information will for part of the overall specification required. • Providing high level insight into suppliers of Community EPR’s and complete a high-level market capability assessment exercise of system and suppliers. This research will support the development of the EPR specification. • Producing a comprehensive and procurement stage ready outcome based specification for all strategic, functional, and technical requirements including expected, mandated, and desired functions. This specification will form the basis of expectations required from the EPR solution providers and will ensure LCHS meets Level 3 Digital Maturity as required by NHS England in March 2025. • Producing the evaluation criteria (Cost/Quality/Social Value) in conjunction with the trust, stakeholders and other partners which will be used to evaluate received bids. • Operating flexibly to adapt specifications, reports and other outputs in a way that will be conducive to the Trust’s need. For example, flexibility to produce reports/ presentations using various formats, platforms.
