Tender description

The 'Discovery' project explored a number of technical approaches, and recommended a NEMS-based approach which could allow a service to be rapidly and cost-effectively rolled out nationally. This 'Pilot' project is to develop a technical proof of concept to test this approach, and run the proof of concept for a limited period of time in a specific location.
