Tender description

Hampshire County Council invites applications from suitably experienced organisations who wish to be considered for selection to tender for the SEN Discretionary Payments Open Framework 2022. <br /><br />This procurement is for the provision of Special Educational Needs (SEN) services to support children or young people across Hampshire who have an Education Health Care (EHC) Plan. Hampshire County Council’s (HCC) statutory obligations are to identify and assess the SEN of children or young people for whom they are responsible. HCC becomes responsible for a child or young person residing in Hampshire when they become aware that the child or young person, has, or may have SEN. The statutory requirement for Hampshire, as a Local Authority (LA), to provide SEN services falls under Part 3 of the ‘Children’s and Families Act 2014’. The funding for the SEN provision is provided centrally by the ‘Department for Education’ (DfE) in the form of ‘High Needs Block Funding’. This funding can only be spent on the named child or young person and is administered by the LA. The aspiration is to form a pseudo-Dynamic Purchasing System (DPS) with service providers being assessed and ‘on-boarded’ to the DPS, with the ability for the DPS to be interrogated to provide a list of suitable providers; enabling the Service Manager to select the cheapest appropriate service. Hampshire's SEN Team are looking to advertise the DPS to neighbouring authorities to provide income generations. The DPS will for 4+4+4 and will have an anticipated value of £109 million<br /><br />The Contract commenced on 1st August 2022 and will be for a period of four years with the option to extend for a further eight years.<br /><br />From 8th August 2022 onwards an application can be submitted at anytime up until 31st July 2034 subject to extension options.<br /><br />Interested parties should register their interest in the project via the In-Tend website https://in-tendhost.co.uk/hampshire, and complete and submit the tender return document together with any supporting information requested.<br /><br />How to obtain the Tender Documents<br />The Tender documents can be accessed when logged into In-Tend by selecting ‘View Details’ on the relevant tender advert and clicking the ‘Express Interest’ tab. Once in the tender there are five tabs – ‘Tender’, ‘ITT – documents’, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (ITT - documents) where you will find useful information under ‘Tender Details’ continue to scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.<br /><br />Please download all the documents and read very carefully.<br /><br />Opting In and Opting Out<br />Please note you are required to ‘Opt In’ before you can access the ‘My tender Return’ to start populating your response. <br /><br />PLEASE NOTE you are required to ‘Opt In’ to view & complete the Questionnaires for this project. <br /><br />The ‘Opt Out’ functionality will also be available throughout the duration of the tender process.
