Tender description
Pre-market engagement We have already engaged carers from local groups i.e. Southwark Carers and Southwark Independent Voice, but during the discovery we will engage carers from across SEL, including: Spousal carers (caring for a spouse/ partner) Parent carers (caring for a disabled/ ill child) Young carers (caring for a parent/ sibling) Family carers (caring for an older, disabled or mentally ill family member such as a parent or sibling). Each borough lead will be responsible for identifying local carers to engage in user-research. We will also engage with key services to understand the current information/ support landscape e.g. carer’s organisations/ services, social workers, health teams and voluntary community sector (VCS) partners that support people with care needs. Work done so far This discovery project was developed by a cross-system ‘Carers Delivery Group’ in Southwark which includes adult social care, health representatives and voluntary sector partners (including Southwark Carers and Imago Young Carers Service). We have also engaged with other local authorities (LA)s from across SEL. Our relationships with local partners are very good and strengthened by our place-based partnership ‘Partnership Southwark’ which brings together health, social care and VCS organisations to better join up services, tackle the causes of inequality, and improve the health and wellbeing of Southwark residents. Partnership Southwark forms part of our wider SEL ICS which is working to bring together services across South East London. As part of our discovery we will consider the use of open data standards in order to re-use information from other sources, and explore the potential to reuse/ tailor/ combine products or functionality built by others. Which phase the project is in Discovery Existing team The existing team consists of a Project Steering Group consisting of Digital Project Manager and Borough Leads from Southwark, Lambeth, Bexley, Bromley and Greenwich. Expenses for travelling between LAs and partner locations are incorporated in the pricing. Working arrangements The supplier staff will be required to work across multiple sites in South East London and engaged with users in person and remotely. The ratio of remote meeting vs face to face will be agreed with the chosen supplier as a part of the user engagement plan. The discovery will allow us to consider how a virtual carer’s hub could bring together information and a range of functionality to provide a comprehensive digital offer for carers across an ICS footprint. The business problem you need to solve Caring isn’t confined to a single place or borough making a complex system even harder to navigate: - Many carers do not live in the same place as the person they care for - Many people receive secondary healthcare outside their home borough - Many people are closer to support/ peers in neighbouring boroughs if they are on or near borough boundaries. Carer’s lives and caring responsibilities aren't always confined to a single place or borough so the support they receive shouldn't be either! Our discovery will explore: the experiences of carers across SEL ICS in accessing information, advice and support the approaches taken to supporting carers across SEL the platforms, digital tools, innovations available/ emerging from the market. The discovery will allow us to consider how a virtual carer’s hub could bring together information and a range of functionality to provide a comprehensive digital offer for carers across an ICS footprint. These carers need easy access to up to date advice, information and support to care for their loved ones and maintain their own health and wellbeing. Enter more details about this user type: As a local authority/professional working with unpaid carers, we need to improve the safety, resilience and costs associated with unpaid care by developing a clearer understanding of how we can meet the information, advice and support needs of carers, and how we can utilise digital tools to deliver support more efficiently in ways that better reflect the landscape within which unpaid care is provided. Questions and Clarifications 1. In regards to the recruitment will the incentives be included already? Or does this need to be factored into costings from a supplier? Can you define the costings model you would require? And what structure you require it to be in for submission? Recruitment of carers for this project already a budget assigned. It is not expected of suppliers to factor this into their costing model. Please provide your pricing in answer to Q8 using the 750 character limit as needed (no format requirement). Following on from our previous message, I wondered if you could please advise the answers to the below: - In the updated response document it says that we have only 750 characters to respond to all the ‘essential’ questions, not 750 characters each, is this the case? - For the first question that has been added the requirement is to “provide an approach, methodology and estimated plan with risks/dependencies”. How would you like us to do that? It won't be possible for us to fit it into the 750 character requirement – could we link to another document? Hi team, you mentioned in your previous message that our response should include, "all 'essential', 'nice to have', 'technical fit criteria', 'cultural fit criteria' and 'pricing' questions." but in the 'Statement of requirements' file it's mentioned, "Buyers will use the essential and nice-to-have skills and experience to shortlist suppliers using their responses against each of the criteria.". We wanted to clarify which it is? As the we understand the normal process for the first round just includes 'essential' and 'nice to have' criteria. Can the council extend the submission date from 20 September to allow bidders more than seven full working days to respond? 1. This is the same tender, however we have re-run the tender to allow suppliers to respond to all parts of the requirements. 2. Due to tight timelines we are unable to extend this tender any further.
