HRB 2023 Support and maintenance, software development and hosting for the HRB National drugs library 2024-33

The HRB require the following services to be provided from 1 January 2024 to 31 December2028 , with an option to extend up to a period of 10 years until 31 December2033. • provide support and maintenance for our EPRINTS system and for the www.drugsandalcohol.ie website, • develop additional functions for the system, • Maintain and further develop functionality added to the system, including data query systems (to interrogate treatment and prevalence data) and changes introduced to comply with EU accessibility directives. • manage the hosting of the drugsandalcohol.ie website and the EPRINTS repository. Context The HRB is a State Agency under auspices of the Department of Health, the remit of the agency is to support and fund health and social care research and provide evidence to inform policy and practice. , we are motivated and inspired by our vision – better health through excellent research, data, and evidence. The HRB’s mission is to support research that improves people’s health, promotes evidence-informed care and creates solutions to societal challenges. HRB National Drugs Library Since 2002 the HRB National Drugs Library has contributed to the development of the knowledge base informing practice and policy in the field of substance use in Ireland. In 2009 we launched our new website and research repository, a comprehensive and accessible database of Irish research and policy documents. Since then, we have added several new information resources which demonstrate our commitment to providing an innovative, responsive and efficient service to those pursuing an evidence-based approach in the policy making, research and education arenas. In early 2017 the website was redesigned, and an entirely new front end installed. In 2009 the library developed a new website. As part of this project, we created a repository for Irish drugs and alcohol research literature. The repository was built using EPRINTS opensource repository software, which is used by several large academic institutions throughout the world to manage their own research repositories. We require a software developer to provide support and maintenance of our EPRINTS system and for the www.drugsandalcohol.ie website, to develop a number of new functions for the system and to manage the hosting of this site. SECTION 1: CORE FUNCTIONALITY The HRB requires a software developer to: • provide support and maintenance for our EPRINTS system and for the www.drugsandalcohol.ie website, • develop additional functions for the system, and • manage hosting for the website. Support and maintenance • The proposal should explain the capacity to provide the services outlined below: • Technical response to issues/errors/problems identified due to malfunction of the existing application. • Technical response to the issues associated with potential security or legal issue. • Availability for advice on improvement of the service, questions regarding the performance or assistance in management of the application. • All issues will be classified as “Critical” or “Sensitive” • Issues will be considered “critical” if service is not available for any reason. Critical issues must be addressed immediately, during office hours, and with best attempt outside of office hours. • Issues will be considered “Sensitive” where service is available, but the quality is below the suitable standards. The provider must deal with “sensitive” issues to the Client’s satisfaction within 4 hours of notification by e-mail by the client, during office hours.
