Tender description

This is market consultation, run by GÉANT as central purchasing body, intends to run a successor framework tender to build on the successes of the 2016 GÉANT IaaS tender and the 2020 OCRE tender. The planned GÉANT Cloud Framework OCRE 2024 (OCRE 2024) tender directly addresses one of the main challenges faced by the Pan European Research and Education community: how to incorporate commercial digital cloud cervices in their work compliant with relevant rules and regulations including privacy and public procurement, and how to find and acquire suitable services. Commercial cloud service providers also find it difficult to reach the education and research community with the right service solutions. The aim of the planned tender is to remove the barriers between the demand and supply side by making it easier for commercial suppliers to deliver their services and for the Pan European Research and Education institutions to procure them. Lot 1: The scope of the procurement for this market consultation is described in abbreviated terms as IaaS+ | CloudServices, to: • Establish a framework and make it easy for NRENs and their Institutions (Customers) to consume IaaS+ services in a manner compliant with European procurement legislation and with the right conditions of use. By aggregating demand across the Customers and negotiating integrated brokerage and service delivery, the Customers will be able to get the best possible value from cloud services • Provide a direct route for Economic Operators to more easily and efficiently reach and deliver their IaaS solutions to Customers. An ‘IaaS(+) solution’ or Solution is in the intended tender defined as follows: An ‘IaaS(+) solution’ or Solution provides an on-demand availability of computer system resources, especially data storage and computing power without direct active management by the user.
