Cost Estimation Services in relation to the Public Service Obligation on the Glasgow to Campbeltown, Tiree & Barra Air Service

Tender description

Transport Scotland is an agency of the Scottish Government and contracts in the name of and on behalf of the Scottish Ministers. Transport Scotland has identified the need to appoint a suitably qualified and experienced consultant to provide consultancy services to provide a benchmark cost model to compare against tenders received in the procurement of the PSO air services between Glasgow Airport, Campbeltown, Tiree & Barra, and in the event that only one tender is received the supplier may be asked to undertake a value for money report in relation to the tender received if this is deemed required. The scope of the services will include, but not be limited to: - Benchmark cost model - Value for Money report (if deemed required) - Debrief session Transport Scotland, on behalf of the Scottish Ministers, wishes to procure consultancy services to provide a benchmark cost model to compare against tenders received in the procurement of the PSO air services between Glasgow Airport, Campbeltown, Tiree & Barra, and in the event that only one tender is received the supplier may be asked to undertake a value for money report in relation to the tender received if this is deemed required. As such, Transport Scotland require the below consultancy services to be provided: - Benchmark cost model to compare tender returns against - In the event of only one tender, a value for money report may be prepared if it is deemed required A call-off from the CCS RM6187 Management Consultancy Framework Three (MCF3) Lot 4 Finance was identified as the most suitable procurement route to reduce the time and cost of the procurement of these services with a wide range of suitably qualified consultants. The framework has a direct award option. This option was deemed to be the most appropriate channel given the results of the market analysis and the requirement to have this work undertaken as part of the wider PSO procurement with the wider PSO contract starting in October 2023.
