Complementary Workstreams for Investment Fund Gateway Review 2

Tender description

We are seeking consultancy support to provide research on the Combined Authority’s capacity development, partnership working, and investment processes, and progress assessment of projects, to inform the forthcoming Gateway Review of our Investment Fund. The Investment Fund covered by this evaluation was created as part of the West of England Devolution Agreement. The funding, which commenced in 2016/17, is £30m per year over 30 years - £900m in total. It is focussed on supporting economic growth and other local objectives, primarily delivered by the West of England Combined Authority and the three local authorities (Bristol City Council, Bath & North East Somerset, South Gloucestershire Council). At the time of writing, £185m of the Fund has been committed over 100 interventions, of which 52 are in scope of the Gateway 2 evaluation. The programme seeks to ensure a measure of thematic balance and has been constructed around the National Evaluation Framework. Keywords: investment, research
