: National Highways to provide an analysis of cost increases between the different development phases of all National Highways projects, pinpointing in the decision chain where the largest cost increases occur, to learn lessons on: i) how to improve cost forecasting to avoid cost increases materialising late in scheme development with limited scope for offsetting cost reduction. ii) how DCO mitigations can be delivered at lowest possible cost and whether the right balance is being struck towards environmental mitigation.
