South Yorkshire Mayoral Combined Authority are seeking to award a framework for suppliers to support the Central Independent Appraisal Team (CIAT) in managing bids, awarding funds and monitoring the success of those bids.in delivering their goals and objectives Lot 1: Business Case Development Assisting participants in the Framework who may be promoting projects for MCA financial support to prepare suitable business cases (Strategic, Outline or Full). The role may either be “hands-on” or as a “critical friend” providing advice only and this will be clearly set out in call-off specification. Lot 2: Business Case Assurance Assisting the MCA in ensuring all projects funded align with long-term policy objectives and strategies and have business cases that comply with all relevant aspects of the Treasury Green Book and Departmental guidance. Lot 3: Financial and Commercial Support Providing tailored investment advice to the MCA on the most appropriate type and terms of financial support for projects – whether loan, grant, equity stake or a combination of these – and includes conducting financial due diligence on applicants and projects. Lot 4: Evaluation of Projects and Programmes Providing technical services to the MCA in the design and implementation of Monitoring and Evaluation plans for approved projects and programmes. It is important that lessons are learnt for the future regarding all aspects of schemes, from construction to outcomes. The work involves ensuring SMART objectives are set for projects, and there is communication with monitoring teams to ensure the Monitoring & Evaluation plans are viable.
