Cash Disbursement – Prior Information Notice

Tender description

The purpose of this PIN is to inform market operators of a potential future exercise to procure services supporting national UK & NI cash disbursement. This PIN is to seek insight from market operators to assess market suitability, support DWP’s understanding of the available services, and identify market innovations that support cash disbursement to unbanked citizens. We invite market operators to attend a pre-market engagement event planned for 2/8/2023. This will be recorded and can be viewed by market operators unable to attend the live event (available until 20/8/23). In addition, we would like to offer interested parties a follow up 1-1 session to allow market operators to provide further insight to DWP. If operators are interested, in a 1-1 session please notify DWP through the provided address, this option again can be considered at a later date (until 25/8/23) once market operators have viewed the recorded event. A further Prior Information Notice may be issued should DWP proceed to a procurement, however market operators should be aware DWP is not committed to or guarantees a procurement at this stage. DWP reserves the right to withdraw or amend the intentions of this Prior Information Notice at any time. Any costs incurred in attending the pre-market engagement or 1-1 sessions will be borne by the market operator. Lot 1: A Strategic Service to ensure payment of benefit entitlement to benefit customers who do not have a bank account. Additional information: DWP is considering at this time a service proposition that includes DWP alongside other government departments including Department for Communities. The service most would likely need to be assured to regulatory standards, including Financial Conduct Authority (FCA) and all payment industry standards.
