Provision of a study of the Strategic Case for Oil Refining requirements in Ireland taking account of (i) recent developments on energy security and (ii) domestic climate action policy. The context of this Study is to assess the national and regional implications of any commercial decision by the current owners to cease refining activity at Whitegate refinery. This should include the likely framework for a policy response from the State to any such decision.
