Tender description
The Office of the Immigration Services Commissioner (OISC), through the Home Office intends to make an amount of up to £174,000 for a 3-year term, available to a Provider to provide a competence assessment service to test those applying to become regulated Immigration Advisers. OISC requires an external organisation to write, mark and moderate immigration and asylum question papers at all Levels (1-3) in order to adequately assess a candidate's knowledge of immigration and asylum. OISC will review draft papers produced to ensure that they are in line with our Guidance on Competence and to quality assure the papers prior to a final paper being confirmed. Assessments include both multiple choice sections and scenario exercises aimed at testing the broad area of work in which an Immigration Adviser is expected to be competent. Payment will be based on some set unit costs to compile and mark tests, but also contains variable costs dependent on candidate numbers applying to be qualified. Additional information: This Award is aimed at UK based and registered organisations. This is an online competition managed via the Home Office eSourcing Portal, Jaggaer. Interested organisations must first be registered as a 'Supplier' on the Home Office e-Sourcing portal ttps://homeoffice.app.jaggaer.com/web/login.html 2. To register bidders must have a valid DUNS number (as provided by Dun and Bradstreet [D&B]) for the organisation which they are registering on behalf of. 3. If you do not have a DUNS number, please contact D&B UK directly on 0870 243 2344 (option 3), or online at http://www.dnb.co.uk/duns-form.asp. 4. Once registered on the portal, please email malcolm.allan@homeoffice.gov.uk and ask to be added to the event stating, "C25072 OISC Competence Assessment Contract - Portal Access" in the subject title. 5. Please note the email address used to register on the portal must be the same one used to advise "malcolm.allan@homeoffice.gov.uk" as it is this email address that will be provided with access to the event. 6. The Home Office eSourcing portal will send you a notification when you are linked and Bidders must then accept this invitation to view the competition suite of documents . From this point all further communications including the submission of your online bid will be managed via the portal. 7. If you have any IT technical difficulties concerning the Home Office eSourcing portal please contact the Supplier e-Sourcing Helpdesk (via the link in point 1). 8. It is imperative you test your portal connection and become familiar with how to submit your bid in advance of the deadline date. It is conceivable that because the portal operates on the web, internet traffic may affect performance of the portal and this cannot be cited as reason to seek an extension to the submission deadline date. The HO Jaggaer e-Sourcing portal is independent of other e-Sourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer e-Sourcing portal, you will also need to register on the HO Jaggaer eSourcing portal. Please note that bids will only be accepted via the HO Jaggaer e-Sourcing portal. Any bids received outside of this system will not be considered by the Authority.
