About adding context and requirements test Which phase the project is in Alpha Existing team The existing team consists of a 3 x GIS developers with support from solution architecture and data engineering. Address where the work will be done Remote working. Possible infrequent requirement to be onsite: UK Hydrographic Office, Admiralty Way, Taunton, TA1 2DN. Working arrangements Short sprints called off via various packages of work. Often in teams of 2, to work alongside the UKHO team to deliver specific outcomes. Provide more information about your security requirements: Baseline Personnel Security Standard (BPSS) Provide more information about your security requirements: Security Check (SC) Provide more information about your security requirements (optional): All must have BPSS as a minimum. Preference to already hold SC clearance. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work The UKHO requires third party support from a single supplier for the provision of software development capability. The supplier will support with the delivery of individual packages of work, working alongside UKHO teams on trial projects. The supplier will need to be able to provide resource within 2/3 weeks of requests to allow for an agile approach to ways of working. The supplier will need to be able to provide a small team (likely to be in single or paired format) within 2/3 weeks upon request to allow for a quick response and rapid start up on various small work packages. The business problem you need to solve The UKHO require software development resource to support internal teams in the following areas: - System / Process design and architecture including cloud deployment, containerised code, version control, CI/CD pipelines and API creation - Application creation including packaging of web-based or standalone (desktop) applications - Software testing with automation skills - Manipulation and translation of Geospatial data using GIS tooling such as QGIS or ArcGIS Pro - 3D modelling capability - Database creation and maintenance - Full stack development capability using tools such as Python, SQL, C#, .NET, C++, JavaScript, Angular, ASP.NET Packages of work will be defined at call-off stage. The tender appears to be written as a call off type consultancy activity. Could you confirm that the contract is not expecting 1/2 consultants to work as FTE's through the contract duration and if the contract is intended to be Fixed Price or Time and Materials type call down I can confirm we are not expecting 1/2 consultants to work as FTEs through the duration. This will be a time and materials contract; fixed price was entered in error, and we were unable to change this. Consultants would be required for work packages of varying length. Is this to run consecutively or is this 2 separate phases of work that extend across a longer time period than 1 year and 6 months from the start date. a. If the 1 year and 6 months is correct do you require two consultant for a length of 1 year and another single consultant for a length of 6 months? The contract is expected to run for 1 year with the option to extend for a further 6 months. One or two consultants would be required for each work package which will be of varying length. Is the preference for an individual resource to have all the skills called out in the bid pack or are you open to a combination of resources who can fulfil all of the skills required? We are not expecting one individual resource to have all the skills required. Could you provide more colour on the pricing model? Is it correct to assume that you are looking for a fixed price for a particular tenure for each resource? i.e 6 months contract at a fixed price? This will be a time and materials contract; fixed price was entered in error, and we were unable to change this. Each package of work will be quote based on set day rates.
