About adding context and requirements test Pre-market engagement None Work done so far The GMCA has been successful in obtaining funding from the Department of Levelling Up, Housing and Communities to undertake a discovery workshop to share data to safeguard missing vulnerable adults. This procurement activity will identify a successful delivery partner to support with this activity. Should there be a need for the successful supplier to attend the GMCA's office location, the address is Greater Manchester Combined authority, Tootal, 56 Oxford St, Manchester M1 6EU. There may be a requirement to attend other locations in Manchester. Working arrangements The supplier staff will keep GMCA team hours in order to maximise knowledge transfer, integrate with team development processes and attend required meetings. Core hours of 10-4pm (working remotely). It is expected that the Discovery can be delivered for £40,000. Funding for the Alpha (estimated at £100,000) and Beta (estimated at £230,000) deliverables will be conditional on the successful completion of the Discovery phase and budget approvals. Confirm if you require a contracted out service or supply of resource Contracted out service: the off-payroll rules do not apply Summary of work Vulnerable people with care and support needs are at a significant risk of abuse, harm and exploitation when they go missing in GM and a timely response in tracking these individuals down is essential to achieving greater outcomes for the person. The project will investigate if a cloud-hosted, data mesh architecture can capture and share data to alert local authority and other involved professionals when vulnerable people go missing and provide richer causal analysis on the reasons that people go missing. The discovery will understand if a data mesh approach can support families of missing people, enabling professionals to reassure families that the earliest opportunity when their loved ones have been found.
