Tender description

Waste and Street scene currently have a large number of vendors for core goods and services in need of a formal procurement exercise. A programme of work has been in place for over 12 months to bring the various requirements into compliance, the majority of which have been identified as requiring a full procurement process to take place. The programme has also identified a significant risk across most anticipated procurement exercises that the business fundamentally lacks capacity and expertise to provide the necessary and appropriate resource to fulfil the requirements of the procurement programme. To complete the prerequisite scoping and secure capacity to deliver the procurement programme, it is proposed to use specialist external resource to for aspects which the business cannot fully support. The purpose of this contract is for a consultancy to assist completion of the scoping work, and this will then inform the detailed resource requirements (and relevant risk) for the full procurement activities.
