Provision of Expert Consultancy Services in relation to the Establishment of a suitable levy of funding of Coimisiún na Meán

On 15th March 2023, The Broadcasting Authority of Ireland was dissolved. A new independent regulator, 'Coimusiún na Meán, was established and will be taking on the functions previously exercised by The Broadcasting Authority of Ireland. Coimisiún na Meán is seeking expert consultancy services in relation to the establishment of a suitable levy for the funding of Coimisiún na Meán in accordance with the provisions of the Online Safety and Media Regulation Bill (OSMR Act 2022). The successful tenderer will be required to provide the following services to Coimisiún na Meán: 1. Recommend an appropriate levy architecture, including cost apportionment approach, and basis for determining the amount to be paid by individual levy payers, in line with the requirements of the OSMR Act 2022. 2. Engage with Coimisiún na Meán legal advisors in order to draft a levy order or order(s) (Statutory Instruments) to give effect to the chosen levy architecture, within required timeframes 3. Define and develop internal processes for levy model communication, levy computation and levy collection within Coimisiún na Meán. The envisaged duration of the contract is six months with an option to extend by up to a further year if necessary to meet any additional requirements to support the contract.
