EV Regional Full Business Case

Tender description

The purpose of this work is to secure the service of a consultant to build upon previous EV work and produce a full business case (FBC) that covers the entirety of the MC geographical area. Negotiation with charge point operators (CPOs) and stakeholder engagement will be key to the successful delivery for this project. There is a real sense of urgency to develop longer term contracts over larger geographies using the 'concessionary model' which will help maximise private sector investment and finance and ensure that CPs are delivered for all. The scope of work therefore concentrates on developing an overarching FBC that includes combinations of LA's based on negotiating the optimum contract length and aggregate geography with LA's, CPOs, finance providers and funding bodies. The consultancy services to develop the FBC for the region will be delivered across five tasks: - Task 1: update baseline, forecast and existing work packages - Task 2: MC stakeholder engagement - Task 3: negotiation and soft market testing - Task 4: develop regional business case (strategic, economic, financial, commercial and management) - Task 5: full business case report
