Tender description

The National Strategic Commissioning Group is undertaking work to implement the 2012 Doran Review’s recommendations to deliver strategically planned and commissioned services and support for children and young people with complex additional support needs. This involves careful management of the phased transition for the 7 grant-aided special schools and 3 national centres, from grant funding to full cost recovery, by the end of the agreed transition period in 2028-29. Due to the sensitivity of this transition, the Doran Review Project Board agreed that in the interest of impartiality, a Chair, independent of the Scottish Government and all strategic stakeholders, should be appointed to lead and progress this work.
