LHEES

Tender description

To support Dumfries and Galloway Council with the strategic development of LHEES and lead on the data analysis and subsequent strategy development. Responses should be structured to show the support and development across the LHEES prescribed stages. With the expectation that the data analysis is completed initially and is used to inform latter stage development. Response should include how suppliers would identify and engage key council departments and external stakeholders. The Scottish Government expects the LHEES to be developed in collaboration with stakeholders, including internal colleagues / departments and external stakeholders which should include (but not exclusively) housing, planning, energy services, economic development, estates and community planning etc, as well as those that may be required to champion specific activity e.g., heat network development. Key external stakeholders should include (but not exclusively): DNOs, Gas Distribution Networks (GDNs), NHS, Energy Saving Trust and Home Energy Scotland, registered social landlords, business groups, local communities and local community energy groups, existing heat network providers, producers of waste heat (e.g., industrial or energy production facilities) any delivery partners etc. Dumfries and Galloway Council intend that the provider, on behalf of the Council, will consult widely in order to gather as many different opinions, ideas and perspectives as possible and to ensure existing strategies and policies are included within and referenced in the LHEES. Dumfries and Galloway Council is seeking independent support to consult and deliver an LHEES strategy in line with mandated timescales to do so. This will include a number of consultation workshops across 2023 facilitated by the provider.
