Economic Development - piloting a theory of change and logic model approach with supporting outcomes framework for measurement 2022/23

<p>The London Borough of Hackney is seeking quotations for consultancy support to help the Economy Regeneration and New Homes Division (ERNH) take the first step in developing an improved approach to designing and delivering interventions. Initially, we want to run a pilot that provides an outcomes framework focused on key economic development priorities as these span multiple services, divisions and directorates.</p> <p>The key deliverables will be:</p> <ul> <li>A high-level theory of change (TOC) and two more focussed logic models to identify outcomes and work through the delivery "journey" to enable the design of more purposeful interventions that maximise impact.</li> <li>An outcomes framework with supporting measures and appropriate learning loops to enable impact measurement and controlled change to delivery.</li> <li>Awareness-raising and practical capacity-building sessions to ensure key managers (senior through to operational) have a shared understanding and use common terms that enable them to engage in and then utilise this new approach.</li> <li>Guidance documents and toolkits to support the roll-out of the overall approach and outcomes framework to service and programme managers in the division.</li> </ul> <p>Quotations will need to be submitted via our procurement portal.</p> <p>&nbsp;</p> Keywords: Outcome Framework, Economic Development , Regeneration, Logic Model, Theory of Change
