Land Parcel Identification System Support & Maintenance

Tender description

The purpose of this contract is for support, maintenance and enhancement of the Land Parcel Identification System. The Land Parcel Identification System (LPIS) is a key component of the integrated platform. It manages a spatial register of Land Parcels against which farmers can claim subsidy. This Contract will allow ISD to access the services of a partner which has a proven track record in supporting operational LPIS systems – specifically the Scottish Government’s instance of the Giselle software platform which has been adapted and enhanced to meet specific needs of Rural Payments and Inspections since it was purchased in 2016. The core support and maintenance requirements in scope for this Contract are: - Keeping the core product up to date in terms of new - releases of functionality. - Ensuring the product remains secure from cybersecurity vulnerabilities by providing upgrades/patches to constituent components in a timely manner - Amending the product as required to ensure its ongoing compatibility within infrastructure/environment changes implemented by the Purchaser - Third line support in terms of trouble shooting and bug fixing - Providing access to all source code and technical documentation created by the service provider - Ensuring all source code and technical documentation meets the Purchasers quality standards Additional requirements over and above this may include: - Working in partnership with us to incorporate new layers, interaction with the Rural Payments System, incorporation of new, workflow, rules and business processes. - Assistance with any required changes outside the scope of the core support and maintenance noted above. - Knowledge transfer to Purchaser staff over the duration of the contract
