The Executive Office (TEO) – Social Investment Fund – Post Programme Evaluation

The Executive Office (TEO) is seeking to appoint a suitably qualified and experienced organisation to carry out a Post Programme Evaluation of the Social Investment Fund Programme (SIF) in order to capture its benefits realisation and outcomes, lessons to be learned, and its value for money. TEO is seeking an independent evaluation of the SIF Programme delivery detailing and measuring the impact of the outcomes on the communities targeted by it. The evaluation should reflect on the four programme objectives and provide an overview of the strategic impact of the work of the SIF Programme. It should also identify key policy lessons for wider dissemination and set the work of the funded projects in the wider policy context. The evaluator is expected to undertake the evaluation in as rigorous a manner as possible to produce a report that is sufficiently valid and reliable, based on data, analysis and evidence collected across the SIF Programme. The evaluator is expected to conduct a participatory evaluation providing for meaningful involvement by key stakeholders, beneficiaries, and other interested parties. Stakeholder participation is to be an integral component of evaluation design and planning; information collection; the development of findings; evaluation reporting; and results dissemination. The contract period will be for six months, starting from award of contract (see Section 16 of the Specification for further details). There will be no scope for an extension to the initial contract period.
