Tender description

The primary objective of this procurement process is to obtain a data export of highly accurate global travel risk data for 2019, 2020 and 2021. Data to be divided into high-level security groups and divided into subcategories. Data to be divided into high level types, at least ten (for example, Air, Bombing/Explosion, Hazard, Crime, Maritime, Protest, Weapons, Suicide Attacks, Other, etc.) and further divided into subcategories of incident type. Each incident to contain details such as day, date, time and place (text and geolocation), incident type, subtype, details about the incidents, perpetrators if known, and open text with additional notes or analysis where available. Any specific incidents identified should have a source attached to it to illustrate where the information was acquired, so verification can be conducted if required. Data to be compatible with incident analysis (collective and individually), searchable against individual details (for example, searchable on time of day, place, etc.). The dataset must not have been developed by scraping. Data quality to have a high degree of accuracy, reliability and validity, quality controlled by both technology and humans, in the form of in field analysts, and desk-based analysts. DCU is seeking real time data also: Tenderers should be capable of real time live data updated every 15 minutes via an API. Tenderers must be the original data source provider. Tenderers must be able to demonstrate that the dataset has been researched, verified and corroborated by suitably qualified analysts. Data to be provided in JSON/KMZ/CSV format. Tenderers must be capable of providing support to the dataset where necessary (answer questions, or provide clarifications on sources, categorisations decisions, etc.) Tenderers must demonstrate that they have sufficient resources and expertise to support the provision of the services.
