Tender description

The aim of the project is to create the FPS and identify Providers who can deliver excellent alternative provision for the education of pupils at key stage 3, 4 and 5 by offering a flexible response to those not placed in a mainstream or special school. Lot 1: Alternative Education Alternative Education Provision to: • Provide pupils with a rigorous and high-quality alternative to a mainstream curriculum • Offer pupils who have previously not thrived in the mainstream system a creative and engaging opportunity to re-join the world of education • Support and raise the attainment of all pupils to ensure that they achieve at the highest level possible • Raise the aspirations of pupils • Support pupils to successful transition to post-16 education, employment, or training • Provide a tailored education programme for each young person and personal guidance and support • Offer pupils the opportunity for formal accreditation in several subject areas • Offer access in the wider curriculum to a range of enrichment activities such as arts, sports, PSHE, work-related learning Lot 2: Alternative Education via Online Learning Online Learning Programmes to: • Provide a tailored education programme for pupils and personal guidance and support • Offer the opportunity for externally accredited qualifications in several subject areas • Be regularly reviewed with the aspiration of pupils transitioning to full time in school provision as soon as possible. Lot 3: Alternative Education for pupils with an Education Health and Care Plan (EHCP) To provide an alternative approach to learning for pupils with an EHCP in key stages 3-5. Education Programmes to: • Enable the LA to secure the SEN provision described in the EHCP • Provide flexible and bespoke provision that is suitable for the young person • Provide a tailored education programme for each pupil, with personal guidance and support • Offer the opportunity for externally accredited qualifications in several subject areas • Be regularly reviewed following the statutory guidance in relation to the annual review of EHCP Lot 3A: Alternative Education Provision - For pupils with an Education, Health, and Care Plan (EHCP) Delivered Online To provide an alternative approach to learning for pupils with an EHCP in key stages 3-5. Education Programme to: • Enable the LA to secure the SEN provision described in the EHCP • Provide flexible and bespoke online learning provision that is suitable for the young person • Provide a tailored education programme for each pupil, with personal guidance and support • Offer the opportunity for externally accredited qualifications in several subject areas • Be regularly reviewed following the statutory guidance in relation to the annual review of EHCP and with the aspiration of pupils transitioning to full time in school provision as soon as possible. Lot 4: Additional Support Services Some pupils placed or being considered for a place in alternative education may require support in addition to the services provided by Lots 1, 2, 3 and 3A. Liverpool City Council therefore intends to utilise the FPS to commission additional support services which can supplement the provision provided within Lots 1, 2, 3 or 3A or as standalone support for pupils in specific circumstances. • 1:1 staffing • 2:1 staffing • Assessment, advice and training from an educational psychologist • Assessment, advice and training from a speech and language therapist • Assessment, advice and training from a specialist sensory occupational therapist • Counselling • Tuition on a one-to-one basis, delivered in the home and likely to be for 1-3 hours per day, subject to provision requirements including as part of an engagement offer, prior to a young person attending school on site • Tuition on a one-to-one basis or in small groups (maximum group size of 3 pupils) face to face at an appropriate, agreed setting for 1 to 3 hours per day
