Tender description
The National Building Control & Market Surveillance Office supports Building Control on behalf of the 31 Building Control Authorities in Ireland, managed as a Business Unit by Dublin City Council. The overall vision of the NBC&MSO is to promote a “Culture of Compliance with the Building Regulations in an industry marked by rapid changes in technology and processes” in general to ensure a good quality, compliant building stock. A key pillar of the NBC&MSO is the provision of the Building Control Management System. The BCMS is a bespoke application designed to allow for the online submission of Statutory Notices, Applications and Certificates to a Building Control Authority. It provides for entry of Valid Notices and Certificates on the Building Control Register and provides online access to the Register. The current BCMS CRM system is at End-of-Life and to mitigate the risk associated with this technology the BCMS application needs to move to a supported platform. As a result, the NBC&MSO have put together a Request for Tender (RFT) “for the provision of a Building Control Management System (BCMS) and associated software development with 5 Year support, operation and maintenance services, plus option for 3 Year extension (subject to satisfactory project delivery)”. The new BCMS will apply design principles ensuring that the system is customer focused, secure, transparent, standardised and economic with a long-term focus that complies with the relevant Legislation. The RFT sets out the existing BCMS 1.5 system and its associated functionality, the required new BCMS 2.0 and its proposed required functionality and all information relating to requirements. The RFT sets out the information which must be supplied by Tenderers, the selection criteria and the award process which will be followed by NBC&MSO in making the assessment of the tenders that are the most economically advantageous.
