Summary of the work • Design permanent content and accessibility team • Audit of existing content publishing and accessibility processes and ways of working • Audit of existing Homes England GOV.UK content Expected Contract Length 1 Year Latest start date Friday 1 April 2022 Budget Range The anticipated budget for the total contract is between £402,500 and £471,500 spread over 12 months Why the Work is Being Done Homes England has identified the need for a Content and Accessibility capability to be stood up, embed standards and practices so that Homes England GOV.UK published content is aligned to GDS standards and is accessibility regulations compliant. It has been decided to launch this competition for a 1 year contract to build out the Content team service offering in the organisation, with the aim to transition to a permanent FTE team by approx. April 2023. Problem to Be Solved Deliver Content and Accessibility outcomes based deliverables to enable Homes England to stand up and transition to a permanent FTE content team. Deliverables: • Design permanent content and accessibility team and assist with recruitment activities. Help with onboarding of new permanent staff. • Improve accessibility compliance of HE Wordpress intranet site. • Audit of existing content publishing and accessibility processes and ways of working, identifying areas for improvement. • Develop content and accessibility community of practice and build content and accessibility awareness in Homes England. • Devise and implement GOV.UK content maintenance plan. If useful identify discrete content areas to use as pilots. • GOV.UK content audit to identify opportunities to remove legacy content and identify content owners for live content. • Search visibility performance report for HE GOV.UK content, highlighting opportunities to boost search ranking and implement. • Create training materials relating to working with the content team, introduction to content design and deliver these trainings. • Document all activities for knowledge base for permanent team. Who Are the Users As a Homes England team member, I want a Content Design and Accessibility capability in the organisation so that I can create GDS aligned and accessibility compliant content for GOV.UK. As Head of User Centred Design, I want training materials and training delivered to teams in Homes England so that we can develop the Content Design and Accessibility knowledge and awareness in the organisation. As Head of User Centred Design, I want to ensure all Homes England GOV.UK content has an owner and is actively being monitored so that our organisation’s GOV.UK content remains compliant and relevant. As a Programme Manager, I want to ensure there is adequate handover of Content team processes/standards when the capability to transferred to a permanent team so that there is continuity of good service during and after handover. Early Market Engagement n/a Work Already Done A Content and Accessibility capability within Homes England has been worked on for the last 18 months, with the current supplier, on track, set to provide a number of deliverables around content team standards by 31st March 2022. This contract will build on what the current supplier has delivered. See deliverables in problems to be solved. More information, documentation and handover sessions will be arranged as part of onboarding the winning supplier. Existing Team This existing team is a multi-disciplinary agile first team with delivery, user researcher and content design and accessibility skills represented. A collaborative approach is anticipated, with Homes England contributing a Delivery Manager and a Senior User Researcher. It is expected the supplier will work with the existing supplier for knowledge transfer and handover activities at the start of the contract period. However certain deliverables may be best delivered with face to face collaboration. Suppliers may be asked to occasionally visit other offices/sites across England for face to face collaboration, if required. The supplier will work closely and collaboratively with Homes England’s in-house Content team to enable effective knowledge transfer and ensure any future services can be maintained by Homes England’s staff. Work should follow GDS standards and be carried out using the Agile framework.
