Summary of the work Enterprise Architecture as a Service across the maritime domain to enable enterprise assurance across Navy Command, Navy Digital. It is expected the service will comprise at least the following skills / resources - Lead Architect / Team Lead - Technical Enterprise Architecture - Data Enterprise Architecture - Infrastructure Enterprise Architecture Expected Contract Length 24 Months Latest start date Tuesday 3 January 2023 Budget Range The 'Core' elements of this Outcome can be delivered within a budget of £2M over 24 months, supplying in the order of approximately 1760-2200 days of service reliant on skillsets supplied. This Outcome has a limit of liability of £4M total (including the £2M for the core element) in order to provide a mechanism to enable agile and efficient delivery of increased service volumes. At award the 'Core' commitment will be £2M covering only the 'Core' funded elements of the Outcome, any increase in activity up to the limit of liability of £4M will be subject to separate SoW Why the Work is Being Done Navy Command and Navy Digital require an Enterprise Architecture as a service to provide a central assurance and guidance for enterprise architecture aspects of projects, programmes and initiatives across Navy Digital and Navy Command portfolios. Problem to Be Solved The aim is to guide, support and approve Strategic, Application, Data and Delivery level architectures focusing on RN equipment/platforms and working outward to achieve End-to-End Maritime Coherence. This enterprise architecture function will ensure that we avoid stove piping and build solutions based on these architectures that are robust, cost effective, flexible, reusable, secure, interoperable and appropriate for the maritime operating environment. Who Are the Users Navy Command - Navy Digital CDIO, executive teams, desk officers, delivery teams. Any department with digital initiatives across the above will be using this service to assure their projects architectures. Existing Team There is mixture of RN Service, Civil service and contractors for several other suppliers contributing to this Programme of Work. This service will be expected to integrate with, support and draw upon this existing team to deliver this service. Current Phase Discovery Skills & Experience • Demonstrate recent experience (within 12 months) of working on a UK MOD programme in a senior/leadership role to deliver enterprise architecture transformation. • Evidence of understanding of the Royal Navy and MOD policies and environments, including knowledge of policies and standards – e.g. JSP604, JSP465, DEFSTAN 21-88, NAF v4. • Experience of establishing and maturing a scalable and flexible Enterprise Architecture Capability within a defence environment • The Enterprise Architects must have Practitioner level certifications in required architectural standards: The Open Group Architecture Framework (TOGAF) and ArchiMate. • Evidence bridging the gap between the technical and non-technical, mediating between stakeholders and communicating at all levels to build a consensus. • Demonstrate experience setting strategic technical direction at organisational level. • Expertise in delivering a modular approach to specifying, developing, acquiring and integrating, testing and verifying digital solutions against reference models. • Demonstarate Substantive leadership, delegation/empowering and C suite level stakeholder management skills. • Demonstrate experience defining the specific complexities faced when working within the Maritime domain • Understanding of the complexities associated with Digital solutions in both fixed and deployed Maritime environments. • Experience working in a federated architecture governance model. • Demonstrate experience coordinating architectural outputs within defence and influencing and liaising with wider MOD enterprise architects. • Demonstrate the use of open standards architecture to ensure interoperability across an enterprise. Nice to Haves • Understanding of the Navy Digital and MOD technical environment including knowledge of existing technology and processes. • Expertise in representing key stakeholder interests in pan-organisation communities and working groups. • Proven ability to operate at all levels of business, both within MOD and wider industry. • Demonstrate experience of the need to pragmatically consider the wider budgetary and organisational maturity landscape as part of the enterprise architecture development. • Demonstrate the ability to quickly onboard new SQEP when required to grow a team • Demonstrate the use of open standards APIs and interoperability as a design choice ethos • Experience of data management and data exploitation driving interoperability Work Location Based in Navy Command HQ Whale Island, Portsmouth. Remote. Task dependant travel to MOD sites Working Arrangments This service will be working in a team with stakeholders from within Navy Command, MoD, and other government departments to enable capability outcomes in support of MoD and HMG national security objectives. The work will predominately be based at NCHQ, however the service deliverables will direct where tasks are carried out, and travel will be required where necessary. Security Clearance MoD approved SC as a minimum for all personnel assigned to this service. At least 1 of the team (preferably Chief Architect) must be DV at contract start Additional T&Cs All expenses (T&S) must be pre-agreed between the parties and must comply with the MoD Travel and Subsistence (T&S) Policy. How will T&S be charged and payments made throughout the contract? The contract value is inclusive of all T&S costs. 2. Will this be assessed as inside IR35? It is not expected that IR35 will apply. An assessment will be made after the winning supplier has been selected. 3. Is there a Cyber Risk Assessment? The Cyber Risk Level is very low. Suppliers that are down selected will be required to complete a SAQ. 4. Is there an incumbent supplier in the role? Yes, There is already an incumbent. 5. Would you accept a DV cleared candidate? Yes, we would accept a candidate with a DV. 6. Will there be any performance indicators within the contract Yes there will be performance indicators, these will be advised following down-selection. 7. How will initial tender submissions be evaluated ( part 1) Each tenderer will be evaluated and allocated 0 (Not Met), 1 (Partially Met), 2 (Met) or 3 (Exceeded) against their responses to each of the essential and nice to have criteria. The points awarded for each criteria will be added together to give the total technical evaluation points. 8. How will initial tender submissions be evaluated (part 2) The Authority reserves the right to consider tenderers non-compliant if their points are below 2 on any criteria. Tenderers may also be considered non-compliant if their proposed start date is after the required start date, if their day rate is above the stated budget or fail to meet submission deadlines. Non-compliant tenderers will be excluded from the competition and their total technical evaluation points will be 0. 9. How will initial tender submissions be evaluated (part 3) Tenderers with the three highest total technical evaluation points from this evaluation will be down selected and invited to take part in stage two. 10. How will final tender submissions be evaluated after initial down selection The submitted proposals and work histories will form the basis of the evidence for selection during the final tender and will be scored using the following weighting: Technical competence 70%. Cultural fit 10%. Price 20%. 11. Do you have a clear squad size number of people you are looking for? yes – 4 for the core element 12. Do you need a Security Architect? No 13. Would you be open to a model that supplied you with a full-time lead and then other resources who worked 50% time (for a larger squad size)? No, it is expected these are full time roles. 14. As part of assurance, apart from review of architecture proposals, will the team be expected to create any further technical documentation themselves? Yes – Architecture modelling is a key part of the role. 15. Do you have a fully defined assurance process and templates, or are you expecting an EA partner to support the definition of these? Partially defined, the assurance model is defined, but other processes are partially defined such as op model which would be down to the EA partner to complete. 16. Do you need a Service delivery manager as part of the team or are you managing delivery? It is expected this is part of the team roles but not as a separate person. i.e. it is the leads responsibility. 17. Can the architects work remotely and any adhoc travels required would be paid for? NCHQ is the base location for this requirement and as such T&S would only be granted for any work required away from this location. Architects should expect a 40/60% attendance in office to reflect the Navy Command desk policy and provide the required architectural support to the directorate and associated stakeholders 18. What is meant by: Experience working in a federated architecture governance model? Federated Architecture provides a framework for enterprise architecture development, maintenance and use that aligns, locates and links disparate architectures via information exchange standards, i.e., taxonomies 19. Additionally, if a supplier has limited expertise in Maritime will this be a pass/fail? Not a pass or fail, but expertise in the maritime domain is critical to this contract's delivery objectives.
