Tender description

The aim of this procurement is to award a series of contracts to accommodate the 20 Categories included in the Dynamic Purchasing System (DPS). These contracts will run for an initial period of 4.5 years, commencing on 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 1: Category 1 - Asbestos (Disposal only) Category One: Asbestos Disposal only The material to be delivered to your disposal site is Cement bonded asbestos. This material is double bagged by the public in clear bags before being taken to the HRC and subsequently delivered to the disposal site by Ubico. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 5: Category Five: Cans (Mixed) (Recycling Only) Category Five: Cans (Mixed) - Recycling only The material to be delivered is Post Consumer loose mixed cans (aluminium and steel). Mixed cans will not be further graded or sorted prior to being delivered directly to the reprocessor by Ubico, the HRC contractor. Full and up-to-date information will be provided by the reprocessor on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 6: Category 6 - Automotive Batteries (Collection and Recycling) Category Six: Automotive Batteries Collection and Recycling The material to be collected is Automotive batteries. The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRCs. Full and up-to-date information will be provided by the reprocessor on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 7: Category 7 – Cardboard (Mixed) (Recycling only) Category Seven: Cardboard (Mixed) Recycling only The material to be recycled is Post Consumer mixed grade cardboard, delivered to your facility by Ubico, the HRC contractor. The frequency of collection will be as requested, either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRCs. Full and up-to-date information will be provided by the reprocessor on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 8: Category 8 – Chemicals and Paint (Collection and Recovery/Disposal) Category Eight: Chemicals and Paint - Collection and Recovery/Disposal The material to be collected is Post-Consumer mixed hazardous and non-hazardous chemicals and mixed solvent/non-solvent paints. Where possible, separate post-consumer mixed hazardous and non-hazardous chemicals excluding paint and where possible, separate post-consumer mixed solvent/non-solvent paints. Storage containers used on site are Chemsafe 800 or similar. The frequency of collection required will be within 3 days of requesting a collection across the 5 HRCs. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 9: Category 9 – Gas Bottles (Collection and Recycling) Category Nine: Gas Bottles - Collection and Recycling The material to be collected is used gas bottles. The frequency of collection required will be either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRCs. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 10: Category Ten: Glass (Flat) (Collection and Recycling) Category Ten: Glass (Flat) - Collection and Recycling The material to be collected is flat glass. The frequency of collection will be as required and will not be more than 3 days lead time from receiving the request for collection across the 5 HRCs. The reprocessor will collect the material from the HRCs in accordance with the provision of this contract and provide the necessary containers to facilitate this. The reprocessor will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 11: Category Eleven: Glass (Mixed bottles and Jars) (Recycling only) Category Eleven: Glass (Mixed bottles and Jars) - Recycling only The material to be recycled is Post consumer mixed glass bottles and jars. All material will be delivered directly to the reprocessor by Ubico, the HRC contractor and the reprocessor will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 12: Category Twelve: Soil (Recycling/Reuse only) Category Twelve: Soil - Recycling/Reuse only The material to be recycled/reused is Soil (mixed inert/clay). All material will be delivered directly to the reprocessor by Ubico, the HRC contractor, when required. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 14: Category Fourteen: Mobile Phones (Collection and recycling) Category Fourteen: Mobile Phones Collection and Recycling The material to be collected is Mobile phones. The frequency of collection required will be either on a scheduled round or within a timescale to be agreed across the 5 HRCs. The reprocessor will provide full and up-to-date information on end destinations for the material and is required to supply containers to facilitate the collections. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 15: Category 15 – Paper (Mixed) Recycling only Category 15 – Paper (Mixed) Recycling Only The material to be recycled is Post Consumer mixed grade paper. All material will be delivered directly to the reprocessor by Ubico, the HRC contractor, when required. The reprocessor will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 16: Category Sixteen: Plasterboard (Collection and Recycling) Category Sixteen: Plasterboard (Collection and Recycling) The material to be collected is Post-Consumer waste plasterboard. The frequency of collection required will be not more than 3 days lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on a weekly scheduled round across the 5 HRCs. The reprocessor will provide full and up-to-date information on end destinations for the material. The supplier is required to supply containers to facilitate the collections. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 17: Category Seventeen: Plastic Bottles (Recycling only) Category Seventeen: Plastic Bottles (Recycling only) The material to be recycled is Post Consumer loose mixed plastic bottles. All material will be delivered directly to the reprocessor by Ubico, the HRC contractor as required and you are required to provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 19: Category Nineteen: Printer Cartridges (Collection and Recycling) Category Nineteen: Printer Cartridges (Collection and Recycling) The material to be collected is Printer cartridges. The frequency of collection required will be either on a scheduled round or within a timescale to be agreed at the time a collection is requested across the 5 HRCs. The reprocessor will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 20: Category Twenty: Rubble/Hardcore (Recycling/Reuse only) Category Twenty: Rubble/Hardcore (Recycling/Reuse only) The material to be recycled/reused is Household DIY Waste (mixed rubble/hardcore/ceramics). All material will be delivered directly to the reprocessor by Ubico, the HRC contractor across the 5 HRCs. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 21: Category Twenty One: Metals (Collection and Recycling) Category Twenty One: Metals (Collection and Recycling) The material to be collected is Post Consumer ferrous metals and Post consumer non-ferrous metals. The frequency of collection required will be not more than 1 day lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on a daily scheduled round. The supplier is required to supply containers to facilitate the collections and will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years. Lot 23: Category Twenty Three: Textiles (Collection and Reuse/Recycling) Category Twenty Three: Textiles (Collection and Reuse/Recycling) The material to be collected is Post Consumer textiles. The frequency of collection required will be not more than 1 day lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on an agreed scheduled round. The reprocessor will supply a sufficient number of collection banks to each site in order to ensure that recycling capacity is available to the public at all times. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years Lot 24: Category Twenty Four: Tyres (Collection and Reprocessing) Category Twenty Four: Tyres (Collection and Reprocessing) The material to be collected is used tyres. The frequency of collection required will be either on a scheduled round or within 3 days of a collection request across the 5 HRCs. The reprocessor will provide full and up-to-date information on end destinations for the material. Contract start date 1st April 2022 and ending 6th August 2026 and includes an option to extend their terms for a further period of not more than two years Lot 26: Category Twenty Six: Wood (Collection and Recycling/Recovery) Category Twenty Six: Wood (Collection and Recycling/Recovery) The material to be collected is Post-consumer waste wood, typically grade C. The frequency of collection required will be not more than 1 day lead time between request of collection by the HRC contractor and the collection itself taking place from the HRCs, or on a daily scheduled round. The reprocessor will provide full and up-to-date information on end destinations for the material.
