Tender description
Rail for London Infrastructure (RfLI) requires a Service Provider to undertake the Overhead Line Equipment Monitoring Services on the Central Section of the Elizabeth Line twice a year. The Overhead Line Equipment Monitoring Services entails checking the condition of the Overhead Line Equipment (OLE) using measuring equipment such as a Pantograph, HD Cameras and software to analyse the asset condition (e.g. contact wire wear, height & stagger geometry deviation from As Build/Design). The Reports generated by OLE Monitoring will give RfLI important parameters on asset condition deterioration which drives planned corrective interventions and/or renewals as the case may be. Lot 1: The Service Provider is required to undertake the Overhead Line Equipment (OLE) Monitoring Services on the Central Section of the Elizabeth Line. The services are required at 6 monthly intervals per annum during the duration of the Contract. The procurement was undertaken in accordance with the Utilities Contract Regulations (UCR 2016) A 3-stage approach was adopted as follows: • Expression of Interest (EOI) – Identification of the relevant Suppliers List via RISQS. • Standard Selection Questionnaire (SSQ) – Issued via RISQS to interested applicants with a target of 5 Suppliers maximum to be shortlisted for the tender stage. • Invitation to Tender (ITT) – Issued via TfL’s eTendering portal – ProContract. The Contract was awarded to the Service Provider that submitted the Most Economically Advantageous Tender (MEAT). The Contract has been awarded for 3 years initially with an option to extend for an additional two years. Additional information: The Award Criteria was the Most Economically Advantageous Tender (MEAT) received. The Standstill period has been adhered to and concluded successfully.
