Tender description
The indicative cost of backlog maintenance across the NHS in England rose to £9.2bn in 20/21. Concurrent to this the NHS must prioritise investment in net zero carbon interventions in order to meet it's stated and legislative commitments. This projects seeks to define the co-benefits of capital investment into reducing backlog maintenance (BLM), and interventions to reduce carbon emissions across the estate. A clear example of this is replacement of an end of life fossil fuel heating systems which would reduce the risk of service interruption caused by the breakdown of the heating system whilst allowing less energy and carbon intensive alternatives to be installed. This will be done by analysing data from a number of sources including ERIC, Six Facet surveys and a recent NHSE/I data collection. Research will be carried out to identify healthcare sites to be included in the anaylsis though focus will likely be on the Acute sector which account for 93% of BLM. BLM categories will be overlayed against Net Zero Carbon (NZC) interventions using the NHS NZC Healthcare Building Standard as the basis. As part of this project Heads of Estates will be interviewed to understand the detail and data confidence of Six Facet surveys, and current BLM calcualtions and reporting. The outputs of this project will be detailed spreadsheets of BLM and NZC findings, and a summary report detailing how capital invested in NZC provides financial co-benefits for BLM, and vice versa.
