Tender description

The Health Research Board (HRB) is Ireland’s lead public funding agency supporting innovative health research and delivering data and evidence that improves people’s health and patient care. We are committed to putting people first, and ensuring data and evidence are used in policy and practice to overcome health challenges, advance health systems, and benefit society and the economy. The HRB’s mission is to support research that improves people's health, promotes evidence-informed care and creates solutions to societal challenges. An overview of the HRB’s objectives and activities may be found in The HRB Strategy 2021-2025, Health research - making an impact, (https://www.hrb.ie/strategy-2025/). The HRB hosts the National Office for Research Ethics Committees, an independent office with a regulatory role for health research. The National Office is an important addition to the national research infrastructure and its remit represents a significant new confidential committee workflow within organisation. The National Office operationally supports the work of National Research Ethics Committees (NRECs), to review the ethics underpinning select areas of health research.  The National Office requires the expertise of an IT Consultant to assist with identifying, sourcing and implementing a cloud-based product to: i) manage and track the portfolio of ethics applications that are submitted to the National Research Ethics Committees for consideration. ii) assist with monitoring and tracking ethics opinions delivered by the NRECs for each of the regulated areas of research (NREC-CT: Clinical trial for investigational medical products, NREC-MD: Clinical investigations of medical devices and performance studies of in vitro diagnostic medical devices), including unregulated areas of research such as COVID-19 ethics applications, and other areas as they fall under the remit of the National Office
