Waterways Ireland has recently developed Draft a Long-Term plan which sets out an ambitious vision for the organisation over the coming decade. To date, HR has played a vital and valued role facilitating the continued growth and development of the organisation. However, this has been achieved in the absence of any HR or People Strategy, with HR responding to resourcing and development needs in an ad-hoc fashion. To date HR has focused on transactional activities, often assuming the role and decisions-making of line managers and dealing with a range of employee relations issues. The absence of any clearly defined vision for the future of HR has only reinforced the view more widely within the organization of HR as a transactional function, rather than one which drives change and adds value.
