Newlon Housing Trust (‘Newlon’) are seeking expressions of interest from suitably qualified and experienced contractors to enter into a long term contract for the delivery of responsive repairs and maintenance, including works to void properties. Our housing portfolio comprises of approximately 7,000 homes in North East London, although the numbers of homes will vary during the course of the contract. Newlon reserves the option to add planned and cyclical programmes of work to the contract, depending upon satisfactory performance by the contractor, as measured by agreed Key Performance Indicators. • Planned maintenance works are expected to include major internal and external component replacement with an approximate annual value of £2.5-£3.5 million. Planned works will be added no earlier than April 2016. • Cyclical works are expected to include all external decorations and internal decoration of communal areas, and all necessary related repairs and preparatory work. Cyclical works may also include the replacement of doors, windows and joinery, guttering and roof coverings. Cyclical works have approximate annual value of £1 million. Cyclical works will be added no earlier than April 2016. Newlon intends to enter into a bespoke form of JCT Measured Term Contract 2011 for an initial period of five years, with an option to extend the contract by a further five years. Newlon wish to discuss with bidders at the Dialogue stage (as described in the Pre Qualification Questionnaire Introduction and Instructions document): • The potential for changing the cost model from a Schedule of Rates (SOR) to a Price Per Property (PPP), no earlier than April 2017. • The interface between Newlon’s IT systems and the bidders’ IT systems • The option to move to a wholly owned subsidiary no earlier than five years into the contract Newlon is keen to improve customer satisfaction with the repairs and maintenance service and provide work and work experience opportunities
