Procurement of EMFF Product Development

Tender description

The Marine Management Organisation requires consultancy support to develop products to support the implementation of the European Maritime Fisheries Fund Scheme. Your organisation is invited to submit a detailed proposal for developing these products to the Marine Management Organisation (“the Department”). A new European Grant scheme is launching from January 2015 following the recent publication of new regulations. Defra are the member state responsible for administering this scheme and have produced a UK level EMFF Operational Programme. A project has been set up within the MMO relating to the delivery of Defra’s Operational Programme. Due to the extension of the existing European Grant Scheme, the European Fisheries Fund from June 2014 to 30 November 2014, the devolved administrations are facing resource pressures and require consultancy support to develop the products required for the new scheme. The scheme is committed to a soft launch at the start of January 2015 which involves publishing external guidance, application forms on the website and raising awareness of funding opportunities, this is followed by a hard launch in April 2015 when applications will be accepted and processed. This procurement is therefore to acquire consultancy support for a short time to produce the following scheme products for the launch in Jan 2015; a. Produce Application forms and external guidance b. Produce all internal processes, checklists and internal guidance c. Produce all of the letter templates and forms d. Produce reporting requirements e. Development of a website page to present applicants with all scheme information, forms and guidance etc. (this will need to be in conjunction with the Government digital development team as needs included on .Gov.uk). f. Arranging and facilitating Roadshows, workshops with external stakeholders, panel roles and responsibilities and terms of reference. g. The provision of Training resource
