Tender description

Newtownabbey Borough Council has a statutory requirement to provide burial facilities for the residents of the Borough. To ensure that this obligation is met the Council operates a number of cemeteries, the main one being at Carnmoney. Available space at the existing Carnmoney site is diminishing and the Council has been assessing alternative sites within the Borough. A number of areas were examined and a decision was made to develop part of the Councils own land at the Valley Park for the purpose (see map in Appendix I). This site has the advantage of not only belonging to the Council but it is in close proximity to the existing cemetery. The site allocated for burial spaces is approximately 6.8 ha with additional land allocated for ancillary functions and access. The Council wishes to develop a cemetery to the highest design standards which utilises the mature landscaping of the site. Ancillary to the construction of the new cemetery, a new play area is to be constructed on Council owned land on the opposite side of the O’Neill Road (see map in Appendix 1). The design and construction of this does not form part of this commission, however in light of the potential planning implications, on, for example, access, the appointed consultant will be required to carry out the work necessary to obtain all statutory consents relating to the play area. The Council now wishes to appoint a lead consultant to design the new facility (and supervise its construction).
