Tender description

The scope of the procurement covers all activities required in the development, integration, operation and service management of the industry Health & Safety Passport System (HSPS) to facilitate and continually improve the use of real time competence and occupational health data from multiple sources in order to inform operational decision-making in a safety critical environment, including but not limited to controlling access or granting authority to work. The solution is expected to be continually developed, by the successful Tenderer, over the term of the contract to be awarded. A single lot is proposed as the Contracting Authority is seeking one supplier to provide the entire solution as a managed service. Whilst this is a single lot Procurement Event there is one service within the requirements that remains an option to purchase for the Contracting Authority – ‘Data Centre Services’ as defined in Schedule 2 Services of the Agreement contained within the Procurement Documents. The Contracting Authority has the right to utilise other Data Centre providers, including the Crown Hosting Data Centres (CHDC) and as such the decision to have the successful Tenderer to host the solution or use an alternative such as the CHDC will be made by the Contracting Authority on the basis of value for money. Value for Money will be based on the most economically advantageous solution to the Contracting Authority’s to deliver the requirements as set out for the ‘Data Centre Services’ in the Procurement Documents. Although Network Rail and TfL have a target Operational Date of September 2019 for the HSPS, it should be noted that the target Operational Date for HS2 Ltd is 28th February 2019. To enable the successful Tenderer to achieve the initial Operational Date, HS2 Ltd have agreed to accept provision of a limited functionality HSPS to use from February 2019 for an interim period (Phase 1) until the full functioning HSPS (Phase 2) is available on 1st September 2019.
