Civil Engineering Works – UWC Access Laneways The activities to be performed under this tender exercise are within Northern Ireland Railway’s (NIR) User Worked Crossings Safety Improvement Programme (UWC SIP). The NIR Crossings Management Group manages the risk at all the User Worked Crossings (UWC) on the NIR Network and to reduce the overall risk at the crossings through closure / improvement, compliance and engagement. The UWC SIP is leading the next phase of risk elimination, control and reduction for UWCs. It is intended as a long-term programme of projects, i.e. 6 to 10 years. The Contract for which this PQQ is being issued is a part of that programme. The risk at UWCs is eliminated by the permanent closure of a UWC. UWCs can be closed by: 1. Extinguishing the right-of-way; or, 2. Providing alternate access, e.g. laneways to existing bridges or level-crossings on public roads. The piece of work covered by this PQQ relates to the provision of alternate access for UWC Users through the construction of laneways, etc. It is intended that one suitably qualified Economic Operator will be appointed to undertake the required civil works in the construction of laneways for an initial 24 months duration with an option to extend the contract by another 12 months if required.
