Summary of the work Royal Papworth Hospital are looking for a solution provider to design and deliver an automated analytics solution for the Trust. Expected Contract Length 6 months Latest start date Wednesday 4 January 2023 Why the Work is Being Done Royal Papworth Hospital are looking for a solution provider to design and deliver an automated analytics solution for the Trust primarily focused on Business reporting (not patient reporting). Whilst in recent years the Trust has developed some automated processes, the majority of data extraction, analysis and reporting is still performed manually by various teams across the hospital. Problem to Be Solved The Trust has a data warehouse which holds most data required, but not all. The first stage would be to assess the additional data sources used for Business reporting (not patient reporting) and integrate those with the warehouse. Such sources of data include ESR and HealthRoster amongst others. The second stage would consist of developing automated processes to join and analyse the data. The automated processes which have been developed recently utilise an architecture which primarily consists of Talend Data Integration for ETL and analysis. However, we will be guided by the solution provider on the exact tooling and methodology required for the solution. The solution must be on-premise and with minimal recurring costs though. The third stage would be to develop self-service analytics dashboards for end-users to access the various reporting domains. Our preferred business intelligence tool for this is Qlik Sense, for which the Trust already has licencing and infrastructure in place. Finally, the Trust will require comprehensive documentation and training on the solution, to enable the team to develop new reports in the future and maintain the existing ones. Who Are the Users As a Hospital we need to be able to interrogate our Business reporting (not patient reporting) data in one place so that the hospital can make decisions on the way that it operates. As a Hospital we need to automate the data analysis process so that it frees up time for more analytical work to be done Work Already Done The Trust has already implemented the infrastructure and Qlik environment required for the project. Some elements have already been created but should not impact on the solutions being offered by bidders Existing Team The work will be overseen by the Trusts internal team and you will be expected to work with them to develop the solution Current Phase Not started Skills & Experience • have healthcare data analytics experience • offer an on-premise solution with development and deployment • have experience of data warehousing and integration • have experience of Automate process developments (Data pipelines/ETL) • have experience of ensuring data quality • have experience of integrating with Qlik Sense Nice to Haves • demonstrate experience of working with NHS Trusts • demonstrate similar project experience • demonstrate training and support processes already implemented in other projects of a similar nature Work Location The address of the Hospital is Papworth Road, Cambridge Biomedical Campus, Cambridge, CB2 0AY Working Arrangments Work can be completed remotely and will make use of MS Teams for virtual meetings when required Security Clearance All bidders will be required to sign Data Confidentiality Agreements as well as adhering to the Trusts Information Governance standards and protocols. Please can the Trust confirm that they currently have Telend skills being provided to them by an external partner, or are they using their own Trust skills. The Trust employs 1 person with Telend skills but they are soon to depart the Trust and there are no outside contractors providing these services. 2. Could the Trust advise where we put the price for the response and as it states Fixed Price, when will the full deliverables be provided to estimate? The evaluation is marked as 50% on price Price will be evaluated as part of the final assessment stage once the suppliers have been shortlisted 3. Are there any current incumbents This is a new piece of work so there are no incumbents 4. Can we propose alternate ETL tools to replace Talend? Are you open to cloud based ETL tools? a. Yes we’re open to alternative tools, on-premise is preferred though. Proposals including cloud based offerings will still be considered 5. Can we please have a full list of data sources The primary new data sources for this project, others may be required, are ESR, HealthRoster, Critical Care and Theatres. Both the Critical Care and Theatre systems are on-premise SQL applications which are accessible. 6. If the solution provider recommends an alternative to Talend for ETL purposes, would the Trust look to consolidate all ETL / ELT onto a single platform / mechanism to save on costs for multiple applications performing the same function? That could potentially be a future consideration, but not in scope for this solution. 7. What technology is the existing Trust data warehouse held on (e.g. MS SQL Server or similar)? MS SQL Server 8. Will the trust provide environments (development, test, production etc.) for the solution provider? The Trust’s Digital department is able to provide on-premise VMs for dev/test/prod, to which you will be able to access via HSCN (preferred) or VPN (requires additional governance steps). 9. For any additional software / applications recommended or required for the solution, would the trust look to procure the licence for these directly or via the solution provider? From the supplier/provider who quoted the best value for money 10. How many different data sources (ESR and HealthRoster etc.) are expected to be integrated in the completed solution? The primary new data sources for this project, others may be required, are ESR, HealthRoster, Critical Care and Theatres. Does the Trust have known requirements for KPIs / reports and Dashboards etc. which it would like to address with this solution? The Trust has a clear vision of what KPIs / reports it requires, some are existing KPIs we would like to refresh, others are new. A requirements workshop would probably be beneficial with stakeholders though to review and agree. 12. Patient (and staff) identifiers are mentioned in the brief – however it also states this will not be patient reporting – will the solution provider need to have access to Trust patient data for this project? Patient activity data will be required for this project, but the scope of reporting is not highly detailed patient level reporting. The reports required are primarily at local service line level, so for example: 5 Heart Transplants in April 2020, but able to drilldown and see which patients on which days in April. 13. Please can you confirm if they will cover the cost of any Third Party Licences, over and above the cost of delivering the project? And will they be part of or in addition to overall Project Budget? The Trust is not looking to spend a fortune on new licences, reasonable third-party costs are acceptable though. If your proposed solution includes ongoing licencing costs, please include these in your proposal. In terms of budget, any ongoing costs would require internal budget approval. 14. Please can you confirm if the budget includes ongoing support and maintenance beyond initial delivery of the project or if the Trust will take ownership of the solution? The plan is for the Trust to take ownership of the solution after the successful completion of the project. Additional support may well be required though, please provide any details of ongoing support options you provide. Annual cost or x number of support days etc.
