Summary of the work A Delivery Manager for CMA’s Future Corporate Systems project which will decide and implement the future ERP capability which aligns to the Cabinet Office’s Shared Services strategy. This contract will then onboard, and manage, a strategic ERP partner to deliver the review and implantation of the project. Specialist role Delivery manager Expected Contract Length Initially 24 months with the right to extend by 25% (6 months.) Latest start date Monday 3 October 2022 Maximum Day Rate Up to £750 ex VAT per day. Standard 8 hour working day, includes expenses to base location agreed with the CMA. Additional expenses only paid with prior approval of the CMA. Who Speclialist Work With The Corporate Services Transformation (CST) programme is within the Competition and Markets Authority (CMA). Corporate Services directorate and this specialist will report Directly to the Programme Director. The Specialist will need to appoint and manage an external provider, ERP Implementation Partner, to provide the necessary capability, support and insight during the project. Internally to CMA they will work Technology to help the team organise itself. What Specialists Work On The responsibilities will be: 1. Lead the overall design capability across EST Programmes; 2. Monitor progress of transformation; 3. Undertake analysis to support design activities; 4. Produce plans and estimates to include: (a) Development/update of transformation maps; (b) Development of PIDs; (c) Produce cost estimates; 5. Provide advice and guidance on: (a) CMDB; (b) ServiceNow; (c) Data Handling; (d) Demand Management; (e) Service Catalogue Development; 6. Support procurements; 7. Support the mobilisation; 8. Run the ODA (or Service Design Authority); 9. Drive standards and approaches to design; 10. Represent Enterprise Services to other programmes; 11. Support business change team. Skills & Experience • Experience, within the last 3 years, in appling project management methodologies in the design, development and implementation of projects • Experience, within the last 3 years, in delivering successful ERP solutions, in comparable organisation • Experience, within the last 3 years, in implementing Projects which meet government Technology Service Standards • Experience, within the last 3 years, in working effectively with wide range of stakeholders across the organisation • Experience, within the last 3 years, in working effectively with specialist third party suppliers • Knowledge and understanding, from within the last 3 years, of the ERP marketplace • Experience, within the last 3 years, of tracking project budget and expenditures Nice to Haves • Knowledge and understanding of the Governments Shared Service strategy • Knowledge and understanding of the Matrix Group and associated strategy Work Location The Cabot, 25 Cabot Square, London, E14 4QZ Working Arrangments A minimum of 50% attendance is expected on site (Canary Wharf London office) the rest of the time can be remote, if desired. Expenses will be within your daily rate for your regular work location. Security Clearance Capable of getting BPSS clearance quickly. Nice to have would be Security Clearance (SC) or a willingness to work towards holding that clearance. Additional T&Cs All expenses must be pre-agreed between the parties and must comply with the CMA’s Travel and Subsistence (T&S) Policy. Can you provide more detail around the “matrix group and associated strategy” please? The Matrix Group is the Policy cluster led by BEIS, under the Government shared services strategy. The CMA is part of this cluster. The nice to have skill would be if a potential supplier has an experience/understanding to the group’s objective/aims and any other strategies they have in place to which CMA is required to align to. 4. Is this the current ERP system that is in place within CMA? CMA currently has the following main Corporate Systems: • ERP - Unit4 Business World ERP • Payroll - CGI ePayfact and iPayview • e: Procurement - Delta eSourcing 5. Can you please share the ERP partner name? The Delivery Manager will need to work with CMA leads to appoint an ERP Partner. 6. If a candidate cannot apply for SC clearance will they be discounted? SC clearance is a ‘nice to have’ so a bid would not be discounted if the candidate does not have SC clearance or is unable to apply for such a clearance.
