Summary of the work DVSA requires assistance to understand what its most valuable data assets are. These are the ones that support our core business activities. DVSA needs to understand its current maturity in managing these assets. This will enable DVSA to prioritise improvement activities. *this is a re-listed opportunity,with amendments to security clearance Expected Contract Length 5 months with the option to extend for a further 1 month, if required. Latest start date Monday 7 November 2022 Budget Range This will be a fixed price discovery project up to the value of £315,000 Why the Work is Being Done DVSA has an ambition to put data enabled decision making at the heart of everything it does. DVSA is launching its 2030 vision which has a focus on the services that we provide to our customers which will help them through a lifetime of safe driving. The vision also includes activities that have a heavy data reliance such as carbon net zero and connected and autonomous vehicles. DVSA will not be able to enable such initiatives or technologies unless we start to treat data as a core strategic asset. DVSA must, therefore, make a step change in the way it collects, manages, stores and uses data. This piece of work will help DVSA understand what its most important, and valuable, activities are, and which data assets are most business critical in enabling these activities. This will help DVSA prioritise which data and information assets it needs to invest in, and manage, better. Problem to Be Solved DVSA currently does not understand its data landscape meaning we cannot manage what we do not know exists. We need to understand which data and information assets are most valuable to us in terms of business criticality and which assets we most rely upon. We also do not understand how much, and in what priority order, we need to invest in these data and information assets. We also have no way to understand the improvements we need to make in these data assets and what the return on our investments is. DVSA also needs to understand its current maturity in how it manages data assets so that improvements can be made going forward. Who Are the Users The DVSA Service Owner needs to understand the data their service relies upon. They also need to understand the business systems the data resides in and who, in the business, they need to have a relationship with to ensure the data relied upon is fit for purpose. The Information Asset Owner needs to understand who has a dependency on the data they are accountable for and how that data flows across the organisation. The Head of Data Management needs to understand the level of maturity of the organisation in how it manages data and information so that they can understand what changes need to be made to our operating model, policies or process and form these changes into a roadmap. Work Already Done DVSA has mapped the touchpoints between its services and business systems. This can be used as a springboard to create a further data layer. Supplier staff may be able to carry out some collaborative work remotely but may also be expected to spend some time working at DVSA locations. The DVSA key business location for this work is in Nottingham. Travel to other locations, for example Bristol may be required. Working Arrangments Suppliers will be available Monday to Friday during normal office hours of 9.30am to 5.00pm Security Clearance Minimum requirement of BPSS. As bidders might have access to live data and/or key front-facing systems, it's preferred (non-essential) that one member of the team holds UK SC-Clearance. Suppliers must confirm this at stage 2 proposals for information purposes only. Security clearances are at supplier’s cost/time. Additional T&Cs Supplier travel and accommodation to the location where the work will take place (Nottingham) will be at the supplier’s expense. Travel, accommodation, and expenses to other sites, as required, must be pre-agreed between the parties and must be in line with the DVSA Travel and Subsistence (T&S) Policy. Further, detailed information will be provided to shortlisted Suppliers at the relevant stage of the procurement process. Can you please advise the percentage of time you anticipate the supplier working on-site? The majority of work will be remote however, some face-to-face on-site workshops would be expected. The details of this will be agreed during onboarding. 6. What payment profile would you expect for a six month fixed price job? As a micro, we want to check our financial exposure. Thanks. Payment will be made monthly, in arrears. Undisputed invoices will be paid within 30 days of receipt, in accordance with prompt payment regulations. 7. You refer to investments in data assets. Do you have a definition of data asset? Does this refer to the data sets (created or purchased), data related tooling or data platforms? This refers to data sets 8. Due to the holiday break could we request an extension to stage 1 till the 2nd of September. This would enable us and other suppliers sufficient time to respond most effectively to the notice. The timeline for stage 1 shortlisting is set automatically by DOS, therefore we are unable to amend this. 9. For clarity, when you refer to tools and materials, are you meaning the supplier is expected to use their own platform or source to get the data i.e. the buyer developing a specific piece of software to capture the data and then share through dashboards or the supplier will use of an off the shelf application that you already have and we will create a meaningful dashboard Question seven asks for your experience in creating tools and materials for an organisation. 10. For question 7 do you expect an example of broadly sharing data/information within the company at large or more specific intelligence geared towards very specific business needs/units? DVSA will need to do both so use whatever example is best based on your experience. 11. For question 1 do you expect an illustration/example of a previous engagement/case study or rather a description of our approach towards data valuation? Question one asks for your understanding of data valuation. Question two asks for your experience helping an organisation to value their data. 12. Is the supplier able to use off-shore resources (assuming these have BPSS successfully completed)? Potentially. As most of the engagement is remote this may be acceptable. However, some engagement will be face to face (via workshops etc.). This can be agreed during the onboarding process. 13. Are all 60 systems mapped to key business processes and metrics or will this assessment need to be performed by the supplier? Based on DVSA’s knowledge of their systems and business services, can you confirm the number of sources expected to be in scope due to these holding valuable data? All systems are potentially in scope. 14. Where is the data stored and can you describe the architecture for data captured within the 60 in-scope systems This is an unknown for some systems. 15. Is there supporting functional and/or technical documentation and data dictionaries available for all in-scope systems? No 16. Is it anticipated that we will need access to all data for this phase of work? Access to relevant data will be provided, as required. 17. Does the list of 60 systems include any that may be on the decomm path or could be excluded from the review, and therefore may not need to be considered? All systems are potentially in scope. 18. Will this engagement cover the assessment of third party data such as other government departments or external parties, for example? No, with the possible exception of DVLA data. 19. Are all key business processes well-documented in a standard format? For those that are documented, do this identify the business systems involved? And the data? Some business processes are documented and do link to business systems. The data requirements are not well documented. 20. Will the supplier have remote access to DVSA business systems’ data? Will these be samples or (full) extracts? Access to relevant data will be provided, as required. 21. Will the supplier be allowed to analyse the data on its own infrastructure? Alternatively, does DVSA have software that the supplier can use in the course of the project (please explain if so)? It is preferable for the data to remain on DVSA’s estate. 22. Will DVSA be able to provide a list of their existing key metrics and business processes regarded as essential to focus our analysis and effort on their most important systems out of the 60 originally in scope? DVSA can provide a list of business activities and processes. How critical the processes are and how critical the data is which underpins those processes will be determined by this piece of work. 23.
